A downtown small enough to walk and good enough that you will want to. What it is not is close to a major airport — PIE is convenient and limited, TPA is comprehensive and across a bridge, and choosing between them is most of the planning.
PIE is closer. TPA is bigger. Both matter here.
St. Pete–Clearwater International sits roughly 20 to 25 minutes from downtown and is a genuinely pleasant small airport — when your carrier serves it. Tampa International is roughly 30 to 40 minutes across the Howard Frankland Bridge and carries most of the schedule, most of the long-haul, and most of the connections.
Both figures are approximations with a bridge in them. Nearly every group arriving in this city splits across the two, which is why we plan arrivals from a manifest rather than assuming a single airport and a single drive time.

The waterfront, the Dalí, the Museum of Fine Arts, the Pier and the Central Avenue restaurants are all within walking distance of most downtown hotels, which is why a hire car here so often spends the week in a garage.
The trips that genuinely need a vehicle are the airports, Tropicana Field on a game night, the Gulf beaches twenty-five minutes west, and anything in Tampa. Booking those individually is usually both cheaper and less trouble than renting.

The Firestone Grand Prix closes the streets around the waterfront and the Mahaffey for a week each spring — the circuit runs on public roads, and normal approaches to several hotels simply disappear. The arts and baseball seasons produce smaller but more frequent versions of the same problem.
We plan against published closures and curtain times rather than discovering them, which usually means an agreed alternative pickup point and a departure that leaves earlier than it otherwise would.
